Believe it or not, Burnie is actually a decent check to one of the best characters in the game! It all revolves around your 236HP projectile.

If you constantly throw this projectile out, Fang doesn't have a good way to approach due to how big he is. His 632P, 46K, and 632K will trade at best and whiff full-screen due to how skinny Burnie is. This usually forces Fang to slowly crawl towards you, which is what you want. This way, you can use a well-spaced 2HK or 2MK and combo into 236HP or 63214K to send him back full-screen. It's going to be a slow burner, but you need to ensure that you have the lifelead. Throwing out raw 63214HK, while tempting due to being able to punish low buttons from far away, can get Burnie frozen by Fang's 214LP uppercut.

In the advent that Fang does get up-close to you, only use low buttons as pokes. If you get hit, your faster hitstun can allow you to punish and 632LP loops with your own 214LP or fast button xx 236HP. Burnie is one of the few characters that can consistently punish this, so you should take advantage of this quirk. If you don't know what you're doing, Fang can easily get in and kill you.
