Shoryuken!
Fighter is a primarily close range character based that gets good damage off grounded attacks. That's not to say he can't play from afar, though. Doing the classic Hadouken input (simplified to down > forward + B, or '26B') will give you an instant charged fireball that travels a far distance and deals a lot of damage. Other moves to note are his quick Vulcan Jab (5B) and high-damage Rising Break (8[B]).
