Zhang Fei is the protagonist of The King of Fighters '99, replacing Kyo Kusanagi as -- wait, wrong game, sorry.
Inheriting basically his entire movelist from The King of Fighters' K', Zhang Fei is an exceptionally well-rounded character who can play comfortably at any distance. With a powerful projectile that sees use in both space control and pressure, strong mixup tools and great defensive options in both a catch counter and an invincible reversal, Zhang Fei is a great fit for anyone looking for a little bit of everything in their gameplan. That is, except for a Revenge Attack. Because his Revenge Attack is a highly telegraphed catch counter, he loses out not just on having a usable Revenge Attack, but also on the damage that usually comes with it. Coupled with relatively slow movement speed and stubby buttons, Zhang Fei can lose out in some midrange interactions, which isn't helped by his lacking of a key way to cash out damage.
