Input Lag
In the upper right corner of the GGPO client, click the "Options" button. Either 0 or 1 is recommended. If you need a higher input delay than that, I suggest not playing against that opponent.
  • Options > Smoothing (Frames: X) > 0 or 1

This is important to change, otherwise you'll be playing the game in the wrong resolution. The key here is to change the monitor properties to the aspect ratio of your computer monitor. Most people probably have 16:9 these days, but some do have 16:10, or there is a chance the default of 4:3 is correct. Make sure to change this if needed.
  • Video > Monitor properties > (probably) 16:9

There is some speculation this provides unnecessary frameskip when checked, even when there is no slowdown, so uncheck it to be safe.
