Who Will Be The Judge?!
You will have to play very patient against Kakyoin, running in against him will only get you killed. It is advised to be stand off in neutral to not get caught by Kakyoin's "Emerald Splash" and 2M while also having your main anti-zoning tool, "My Stand will be the judge!", at the ready.
Neutral
Kakyoin will be constantly harrasing you with his long pokes and projectiles, but while under pressure, this is your best time to look into the opponent's zoning habits and know when to attack. If they are constantly using "Emerald Splash", use Stylish Guard or "My Stand will be the judge!" to quickly be on the move again or break through the projectiles and knock him down. 2M is another dangerous button, but it could be jumped over, allowing you to punish if close enough. Trying to use Stylish Guard against is very risky, as Kakyoin will be able to cancel into a special move or even perform a Stylish Guard of his own; two such cancel options are "How's this?" to shred more of your health before getting hit, and Flash Cancel to block and get a even bigger punish if they are in range. If the Kakyoin player gets impatient, they have j.H up their sleeve, but like any jump-in you can always try a Stylish Guard or use "Here's your receipt!" if you suspect it coming, so don't fall asleep when at mid-range. It should also be noted that you shouldn't try to dash jump over "Emerald Splash" most of the time, as it will likely end in you getting hit and halting your momentum or letting Kakyoin get a conversion.
Offense
After getting a knockdown against Kakyoin, this is your time to make sure he doesn't escape and deal as much offense as you can against him. Kakyoin has no meterless reversal but he is gifted with a 4-frame 5L (both in Stand Off and Stand On), matching your fastest button s.5L. Kakyoin's metered reversal and anti-air HHA, "Time for your punishment!" can be avoided with a Flash Canceled on reaction, so always try to keep a bar on you. If Kakyoin tries to jump out of your pressure, then s.jM can make quick work of catching him and allowing you to combo afterwards.
Defense
On a defensive position, Kakyoin can set down "Hierophant's Barrier", after which he can either play passively behind it or go for strike/throw mix-ups with the barrier activating once you touch it. These barriers have a delayed reaction, however, so you can perform a deep jump-in against it and still manage to block (whether normally or with the help of a Flash Cancel) the projectiles unleashed soon after activating it. Kakyoin's main mix-up tools include his j.H and his Throw, and in low health scenarios he can use "Didn't you notice?" to grab you by surprise. When getting combo'd, Kakyoin has various points where a Reversal Assist is not recommended; on the other hand, one point where it can be used is when he is running alongside "Emerald Splash". Unlike Kakyoin, you actually have 2 meterless reversals at your disposal, but remember that you should never use them constantly.
Closing Notes
Jotaro can fight against Kakyoin well, which is something to not scoff at compared to how other characters have to fight Kakyoin. Your main goal is to call out Kakyoin's habits in neutral and either smoothly make your way in or brute force a heavy knockdown at the cost of your health being reduced. Once in, you want to make sure Kakyoin doesn't get a chance to escape your offense and flee back into neutral. If you're the one blocking, never underestimate Kakyoin's barrier and pressure. If you don't pay attention, you may get hit by his Throws and j.H.
