Ulthury will always be summoned to the same position relative to your character after a certain period of time. Her attacks are also projectiles so they are very consistent.

Since Ulthury / Camyu fly instead of running of the screen for their attacks, the start up is not affected by screen position.

Ulthury brings down a lightning bolt that homes in on the opponents position. It's slow to come out and can home in on where they just were instead. Can be used to OTG. It also prevents Quick Stand, but not if it's used as an OTG.

Ulthury surrounds you with wind that keeps the opponent away by blowing them back. It's possible to attack the opponent with it and it doesn't have proration despite hitting multiple times.
